The International Center for the Protection of Human Rights and Democracy (ICPHRD) is dedicated to promoting and safeguarding the rule of law, democracy, and human rights in Moldova and across Eastern Europe. Stanislav Pavlovschi – A Life Dedicated to Justice and Human Rights​

Early Career and Prosecutorial Work

Stanislav Pavlovschi began his career as an investigator at the Criuleni district prosecutor’s office in 1980. Over the next two decades, he rose through the ranks of Moldova’s justice system, holding key positions within the General Prosecutor’s Office. His experience covered complex criminal investigations, legal prosecution, and leadership in high-profile cases.

1980 – 1985 – Investigator and Senior Investigator at the Criuleni District Prosecutor’s Office.

1985 – 2001 – Senior investigator for exceptional cases, Deputy Head of Investigations, and later Deputy Chief of the Criminal Prosecutor’s Office.

1996 – 2001 – Member of the Council of Europe’s Multidisciplinary Anti-corruption Group, contributing to the Civil and Criminal Conventions against Corruption.

European Court of Human Rights

In 2001, Stanislav Pavlovschi was appointed as a Judge at the European Court of Human Rights (ECHR), where he played a crucial role in shaping legal precedents and defending human rights across Europe. His expertise in constitutional law and judicial integrity positioned him as a key figure in international law.

2001 – 2008 – Judge at the European Court of Human Rights, contributing to landmark rulings on human rights violations.

Key Contributions: – Expertise in judicial reform, human rights law, and European legal standards.

Legal and Anti-Corruption Advocacy

Since 2008, Pavlovschi has been actively involved in legal practice and human rights advocacy. As a member of the Union of Lawyers of Moldova and an associate at the “Corect” Law Bureau in Chisinau, he has provided legal representation in high-profile cases. His contributions extend to EU-led projects on justice reform in Macedonia, Georgia, and Azerbaijan.

Founding ICPHRD

Building on decades of experience in law, justice, and human rights, Pavlovschi founded the International Center for the Protection of Human Rights and Democracy (ICPHRD) to continue his lifelong mission of promoting justice, democracy, and transparency in Moldova and Eastern Europe.
